Competence: Financial Sector Reform and Public Finance



A well balanced and organised finance system is a prerequisite for a functioning democratic society. Especially countries in transition are in need of professional restructuring advice regarding their financial sector. ATC’s work covers a wide range of expertise, from decentralisation of fiscal responsibilities for public finance and an increase of accountability and transparency to strengthening of regulatory authorities and supervision of the banking system and capital markets. In addition, we provide assistance to microfinance institutions, which we see as one of the most effective tools for regional development and fighting poverty in developing countries.

Preparation of IT project in Tax Administration


Kosovo, 2009 - 2010
Client: Delegation of the European Commission
Beneficiary: Tax Administration of Kosovo
After gaining independence in 2008, Kosovo has undergone large scale administrative transformation. This project aims to contribute to the modernisation of the IT system of the Kosvo Tax Administration (in compliance with EU standards and requirements) by providing technical assistance in the drafting of the tender dossier.

Review of Budget Support in the Health Sector
