Competence: Democratisation and Civil Society
Lasting democracy depends on a lively civil society made up from the voluntary civic and social organisations and institutions that form the basis of a well functioning society. ATC’s services comprise of assistance to and preparation of free and independent elections, fostering adherence to the rule of law and good governance, assisting the definition of Non State Actors (NSA) and providing them with the necessary technical and financial systems. Human rights, including minorities and gender issues form another important sector ATC has been working in.

Formulation of EC support
to the Local Governance Sector in Bhutan to leverage democratic
transition. The main purpose is to assess the Local Governance Sector
for the 10th Five Year Plan (FYP) period, and to provide implementation
details for the EC support programme.
